Senegal’s Transport Minister Calls for Optimisation and Efficiency Improvements in Regional Express Train (TER) Operations
Senegal’s Minister of Infrastructure and Land and Air Transport, Mr. Yankoba Diémé, has outlined key priorities for the Regional Express Train (TER), focusing on optimising operations, revising its economic model, and planning network expansion.
During a field visit on 6 March 2025, the minister assessed the operation and maintenance of the TER, highlighting two critical areas for improvement:
- Optimising operational and maintenance tasks to enhance efficiency.
- Redefining the economic and contractual model with the operating company to better serve Senegal’s transport needs.
One of the minister’s major concerns is the financial sustainability of TER, as commercial revenues currently cover only 60% of operating costs, requiring substantial state subsidies. He stressed the need for restructuring to ensure long-term viability and continued high levels of safety and service quality.
The minister also discussed the planned expansion of the TER, specifically towards Thiès and Mbour, to enhance network connectivity and meet rising passenger demand. He emphasised the importance of integrating the TER into larger railway projects underway, positioning it as a vital part of Senegal’s transport future.
Minister Diémé commended SENTER and SETER teams for their commitment to delivering a high-quality transport service, along with security forces and emergency services dedicated to ensuring passenger safety on the TER network.
