Public Consultation on Transnet’s Draft Network Statement and Rail Access Tariffs for 2025/26

The Department of Transport has invited stakeholders and interested parties to submit written comments on the Transnet Rail Infrastructure Manager (TRIM)’s draft Network Statement and Rail Access Tariff Proposal for the 2025/26 financial year. The consultation process is managed by the Interim Rail Economic Regulatory Capacity (IRERC) and will be open until 28 February 2025.

The IRERC, established under the National Rail Policy approved in March 2022, serves as an interim economic regulator for the rail sector. The framework ensures that economic regulation is effectively implemented until the Transport Economic Regulator (TER) is in place. Additionally, the Roadmap for the Freight Logistics System in South Africa, approved in December 2023, mandates IRERC to oversee the consultation process and recommend necessary updates for the finalisation of the Network Statement and Rail Access Tariff methodology.

The first Network Statement, covering the 2024/25 period, was finalised and published in December 2024 following industry consultations. The 2025/26 update, which takes effect from 1 April 2025, has now been made available for public input. A virtual Information Gathering Session will take place on 25 February 2025 at 09h00, providing an opportunity for stakeholders to present their views on the proposed Network Statement and Rail Access Tariffs. Interested participants must register by 20 February 2025 through the IRERC Secretariat at Irercsec@dot.gov.za. A Microsoft Teams link will be shared with registered attendees.
