In terms of a recent government white paper in the UK, state funding for rail services is to be cut from 4.5 billion annually to 3 billion by 2014. Apparently it is assumed that passenger fares will rise proportionately but the Office of Rail Regulation (ORR) says this could contravene Britain's law
